The Voluntary Local Review of Lombardy Region

In July 2022 a new meeting of the UN High Level Political Forum will take place. The annual event gives Governments the opportunity to report on the state of implementation of Agenda 2030 in their Countries.

Italy submitted its Voluntary National Review (VNR), which is complemented by the Voluntary Local Reviews (VLRs) of several Regions, including Lombardy. The documents present the initiatives put in place at national and subnational level to achieve the 17 Sustainable Development Goals (SDGs) set by the Agenda.

Lombardy’s VLR (see attached file) consists of three sections:

-        Pathway: how Lombardy provided itself with a sustainable development strategy, a governance structure, how it involved stakeholders and promoted the culture of sustainability.

-        Positioning: an overview of Lombardy, based on composite indicators showing the progress towards each SDG through a 10-year series.

-        Actions: the most relevant activities carried out by Lombardy Region, the Metropolitan City of Milan and by the members of the regional Protocol for sustainable development.

The review was elaborated in collaboration with stakeholders and was presented to the members of the Pact for development (Patto per lo Sviluppo). It was also presented to the regional Government on June 13th, 2022, with an official communication signed by President Attilio Fontana and the Environment and Climate Assessor, Raffaele Cattaneo.

The aim of carrying out a voluntary review is multiple. It provides awareness of the organization’s endeavors and results and makes it possible to compare them with those of other similar territories. It helps share good practices and find ways to improve. Moreover, it is an opportunity give international visibility to the action of the Region and its stakeholders, thus enhancing the alliance necessary for every progress towards the SDGs.

La Voluntary Local Review di Regione Lombardia presso le Nazioni Unite

Nel luglio 2022 si terrà un nuovo incontro dell’High Level Political Forum delle Nazioni Unite. Si tratta dell’evento annuale durante il quale i governi possono presentare una rendicontazione volontaria (voluntary review) sullo stato di attuazione di Agenda 2030 sul loro territorio.

L’Italia ha inviato la propria Voluntary National Review (VNR), che riporta in allegato le Voluntary Local Review (VLR) di diverse Regioni, tra cui la Lombardia. Vengono così presentate le iniziative messe in atto a livello nazionale e territoriale per raggiungere gli obiettivi dell’Agenda, i Sustainable Development Goals (SDGs).

La VLR della Lombardia, qui allegata, è composta da tre sezioni:

-        Il percorso: come Regione Lombardia ha elaborato la propria Strategia per lo sviluppo sostenibile, istituito una governance interna, coinvolto gli attori del territorio e promosso la cultura della sostenibilità

-        Il posizionamento: un quadro d’insieme della situazione della Lombardia rispetto a ciascuno dei 17 SGDs, calcolata attraverso indicatori compositi – che tengono conto, cioè, di più fenomeni contemporaneamente – e le variazioni negli ultimi dieci anni circa

-        Le azioni: quanto di più significativo messo in atto da Regione durante la legislatura in corso, cui si aggiungono le iniziative di Città Metropolitana di Milano e dei sottoscrittori del Protocollo regionale per lo sviluppo sostenibile.

Il documento, infatti, è stato costruito con il contributo dei sottoscrittori del Protocollo e presentato al Patto per lo sviluppo. È stato, inoltre, presentato alla Giunta regionale con la Comunicazione del 13 giugno a firma del Presidente Fontana, di concerto con l'assessore all'ambiente e clima Cattaneo, qui allegata.

La rendicontazione volontaria costituisce uno strumento utile, in primo luogo, per prendere consapevolezza degli impegni e dei risultati conseguiti; rende possibile confrontare il proprio percorso con quello di altri territori simili, raccogliendo buone pratiche e spunti per il miglioramento. Rappresenta, inoltre, un’occasione per dare visibilità su un piano internazionale alle iniziative di Regione e dei suoi partner, e sancire così l’alleanza territoriale che sta a fondamento di tutti i progressi futuri verso una regione sostenibile.
